Abstract
The activity began on April 2, 2020, and is scheduled to conclude on June 30, 2023. The primary objective of RIHSA is to reduce financial barriers to healthcare, increase quality of essential health services, and promote private sector engagement. To achieve these objectives, RIHSA has established several key interventions. One of the primary strategies is to strengthen health sector information systems and use of data for decision making and resource allocation. This involves training district and facility teams to use the Health Resources Tracking Tool (HRTT) and the Integrated Financial Management Information System (IFMIS). Additionally, RIHSA is working to enhance community-based health insurance (CBHI) information systems, including supporting the Rwanda Social Security Board (RSSB)-contracted IT company with claims database management and effective integration of systems across RSSB, MOH, and health facilities. Another key area of focus is private sector engagement (PSE). RIHSA is providing technical support to facilitate public-private sector dialogue to discuss PSE opportunities and strengthen overall PSE and business development capacity at the central level. The activity is also working to expand private sector participation in the provision of health services, including creating linkages between health sector players and financial institutions for increased health sector lending. In terms of quality of essential health services, RIHSA is providing technical assistance for standards at all levels, including reviewing existing hospital standards to ensure compliance with national priorities. The activity is also conducting a baseline assessment for 22 private health facilities to identify areas for improvement. Monitoring and evaluation are critical components of RIHSA, with the activity updating its Activity Monitoring, Evaluation, and Learning Plan (AMELP) and conducting a rapid baseline assessment. The activity is also working to improve data use for quality and governance, including providing technical assistance to strengthen the accreditation process at hospitals and health centers. In terms of collaboration, learning, and adapting, RIHSA is working closely with various stakeholders, including the Government of Rwanda, the Ministry of Health, and the Rwanda Social Security Board. The activity is also engaging in public events and activities to promote health sector development and private sector engagement. Overall, RIHSA is a comprehensive initiative aimed at strengthening Rwanda's health systems and improving access to quality healthcare services. The activity's key interventions and strategies are designed to address the country's health sector challenges and promote sustainable development.
