Abstract
The program is implemented by Deloitte Consulting LLP and is funded by the United States Agency for International Development (USAID). The program's goal is to increase access to modern energy services, improve energy security, and promote economic growth in the region. SAEP focuses on three main areas: increasing access to energy, improving energy security, and promoting economic growth. To achieve these goals, the program implements a range of activities, including the development of renewable energy projects, the improvement of energy infrastructure, and the promotion of energy efficiency. The program also works with local governments, private sector companies, and civil society organizations to build capacity and promote partnerships. One of the key achievements of SAEP in Year 6 (October 2022 to September 2023) was the completion of 3,032,748 new grid connections or off-grid connections, exceeding the program's target of 3 million connections. The program also achieved 95.71% of its target for the number of megawatts (MW) from transactions that achieved financial close, with a total of 2,871.38 MW. Additionally, SAEP mobilized $6,792.8 million in investment for energy projects, exceeding its target of $8,134.8 million. SAEP also made significant progress in reducing greenhouse gas emissions, with a total of 4,168,180 tons of CO2 equivalent reduced, sequestered, and/or avoided. The program also supported the development of 31 new laws, policies, regulations, or standards to enhance energy sector governance, exceeding its target of 3. Furthermore, SAEP improved the capacity of 96 institutions, exceeding its target of 61. The program's geographic focus is on 10 countries in the Southern African region, including Angola, Botswana, Eswatini, Lesotho, Madagascar, Malawi, Mozambique, Namibia, South Africa, and Zambia. SAEP works closely with local governments, private sector companies, and civil society organizations to build capacity and promote partnerships. The program's implementation is led by a team of experts from Deloitte Consulting LLP, with support from a range of subcontractors, including African Women in Energy and Power, CrossBoundary, Council for Scientific and Industrial Research, and others. The program's performance is monitored and evaluated through a range of indicators, including the number of new grid connections, the amount of investment mobilized, and the reduction of greenhouse gas emissions. Overall, SAEP has made significant progress in promoting energy access and security in the Southern African region. The program's achievements in Year 6 demonstrate its commitment to increasing access to modern energy services, improving energy security, and promoting economic growth in the region.
