The Southern Africa Energy Program (SAEP) is a seven-year initiative aimed at improving energy access and promoting sustainable energy development in the region.

Abstract
The program began on March 15, 2017, and is set to conclude on June 15, 2024. The program is funded by the United States Agency for International Development (USAID) and is implemented by Deloitte Consulting LLP. The SAEP program focuses on four key outcomes: improved regulation, planning, and procurement for energy; improved commercial viability of utilities; improved regional harmonization and cross-border trade; and the promotion of renewable energy and energy efficiency technologies and practices. The program operates in ten countries, including Angola, Botswana, Eswatini, Lesotho, Madagascar, Malawi, Mozambique, Namibia, South Africa, and Zambia. As of March 31, 2024, the program has achieved significant progress towards its targets. In terms of new grid connections or off-grid connections, the program has exceeded its target, with 3,032,974 connections made, representing a 101.10% achievement of the target. The program has also made significant progress in terms of renewable energy, with 4,504,161 metric tons of greenhouse gas emissions reduced, sequestered, and/or avoided, representing a 102.92% achievement of the target. The program has also made progress in terms of institutional capacity building, with 96 institutions having improved capacity, representing a 147.69% achievement of the target. In terms of energy efficiency, the program has achieved a 963% increase in energy efficiency, with 55,178 GJ of electricity saved. The SAEP program has also made significant progress in terms of project implementation, with 30 MW of new generation capacity achieved, representing a 95.71% achievement of the target. The program has also mobilized $6,792.8 million in investment for energy projects, representing an 83.5% achievement of the target. The program has also engaged with various stakeholders, including USG agencies, U.S. companies, Power Africa partners, donors, and others, to facilitate the development of renewable energy projects in the region. The program has also identified opportunities for American companies to participate in the energy sector in the region. Overall, the SAEP program has made significant progress towards its targets and has contributed to the development of the energy sector in the region. The program's achievements are a testament to the importance of international cooperation and collaboration in promoting sustainable energy development.
