Abstract
The project focuses on strengthening public accountability systems, improving strategic planning and communication, and increasing political participation of women and underrepresented groups in democratic governance. SDGAP's public financial management (PFM) reform technical assistance has been a key area of focus, with the project working to improve the country's financial management systems and increase transparency and accountability in government spending. The project has also been working to strengthen the capacity of the Auditor General's Department of Sri Lanka and the National Audit Office to conduct effective audits and investigations. In addition to PFM reform, SDGAP has been working to improve strategic planning and communication, policy reform, and implementation processes. The project has been providing technical assistance to the government to develop and implement effective policies and programs, and to improve communication and coordination between government agencies and stakeholders. SDGAP has also been working to increase political participation of women and underrepresented groups in democratic governance. The project has been providing training and capacity-building programs for women and underrepresented groups to enhance their participation in the political process, and to promote their representation in government and decision-making bodies. The project has made significant progress in achieving its objectives, with notable achievements including the passage of the National Audit Bill, which establishes an independent National Audit Commission. The project has also contributed to the operationalization of the Special High Court to try cases related to special offences, including corruption. SDGAP's quarterly report highlights the challenges faced by the project, including the fragile governing alliance and the lack of confidence in the current coalition government. The report notes that the government's efforts to improve its public perception have been hindered by internal fissures and a loss of public support. Despite these challenges, the project has made progress in other areas, including the passing of the National Audit Bill and the operationalization of the Special High Court. The project continues to work towards its objectives, with a focus on strengthening public accountability systems, improving strategic planning and communication, and increasing political participation of women and underrepresented groups in democratic governance. SDGAP's performance monitoring indicators for the second quarter of year two show significant progress in achieving the project's objectives. The project's results framework indicators, which track progress against specific project objectives, show that the project has made significant progress in areas such as PFM reform, strategic planning and communication, and political participation of women and underrepresented groups. The project's activity monitoring, evaluation, and learning plan (AMELP) outlines the project's approach to monitoring and evaluating its progress, and identifies areas for improvement. The plan highlights the importance of continuous learning and adaptation in the project's approach, and outlines the steps that the project will take to ensure that it is meeting its objectives. SDGAP's quarterly report highlights the challenges faced by the project, but also notes the progress that has been made in achieving its objectives. The report provides a comprehensive overview of the project's activities and achievements, and outlines the steps that the project will take to continue making progress towards its objectives.
