Abstract
The report is produced for review by the United States Agency for International Development (USAID) and was prepared by Deloitte Consulting LLP. The SRUC Task Order aims to promote utility commercialization and equitable, effective reforms that will enhance the financial viability and long-term sustainability of developing countries' electricity systems. The report highlights the key activities and achievements of the Deloitte Team during Q3 FY2018. The team has been working with countries and counterparts to assess existing sector conditions and prepare new strategies and plans. The team has also been designing and implementing new market structures and models for private sector participation, building institutional capacity with utility partners, testing new commercialization technologies, and reporting results for broader dissemination in the sector. The report provides an overview of the core activities led by the Deloitte Team during Q3 FY2018. The team has been working on several projects, including the Haiti Caracol Power Utility Transaction Advisory, the Jamaica Ready Board Electrification Demonstration (RED) Project, and the Utility Human Resource (HR) Incentive Study for Loss Reduction. The Haiti Caracol Power Utility Transaction Advisory aims to provide transaction advisory services to the Government of Haiti to assess the feasibility for and facilitate the establishment of a Public-Private Partnership (PPP) for the sustainable management of the CIP Power Utility (CPU). The team has completed the outputs needed to close the Haiti Caracol Power Utility (CPU) Work Order at the end of April 2018. The Jamaica Ready Board Electrification Demonstration (RED) Project aims to assist over 400 residents of the Majesty Gardens community in Kingston to access legal electricity via a Ready Board as a safer alternative to illegal power. The team has removed 31 illegal connections from the community and has begun finalizing the post-project survey. The Utility Human Resource (HR) Incentive Study for Loss Reduction aims to identify the most effective incentives to reduce non-technical losses. The team has developed a pilot to apply the findings of the study and has begun testing the incentives with utility staff. The report also highlights the achievements of the Deloitte Team during Q3 FY2018, including the submission of major deliverables and milestones achieved for each Work Order in the quarter. The team has also updated the Work Order Budget Tracker regularly to track spend by funding sources. The report concludes by outlining the expected activities and achievements of the Deloitte Team during Q4 FY2018. The team expects to continue working on the Jamaica Ready Board Electrification Demonstration (RED) Project and the Utility Human Resource (HR) Incentive Study for Loss Reduction. The team also expects to close the data collection for the post-project survey for all households in the ready board project area.
