Abstract
Agency for International Development (USAID). The program aims to promote utility commercialization and equitable, effective reforms that will enhance the financial viability and long-term sustainability of developing countries' electricity systems. This will enable their expansion and growth and establish the necessary preconditions for clean energy investments. The SRUC Task Order is implemented by Deloitte Consulting LLP, which works directly with USAID to assist countries and counterparts with assessing existing sector conditions and preparing new strategies and plans. The team also designs and implements new market structures and models for private sector participation, builds institutional capacity with utility partners, tests new commercialization technologies, and reports lessons learned and results for broader dissemination in the sector. Core activities under the SRUC Task Order include technical and management functions, as defined by the contract and the Workplan. Technical functions include evaluations, hosting sector reform workshops and forums, designing and implementing new market structures, developing appropriate legal and regulatory frameworks, designing and implementing new models for private sector participation, corporate governance, utility financial modeling and planning, tariff analyses, customer regularization and metering, utility organization and capacity, training and technical assistance, and best practice analyses, reports, and media. The program has a geographic focus on several countries, including Haiti, Jamaica, Mozambique, Cote d'Ivoire, Tanzania, and India. In Haiti, the program supported the Caracol Power Utility Transaction Support, which aimed to improve the financial viability of the utility. In Jamaica, the program implemented the Readyboard Demonstration Project, which aimed to improve the efficiency of utility operations. In Mozambique, the program supported the Electricidade de Mozambique (EDM) Phase 2 – Network Customer Information System Pilot, which aimed to improve customer service and billing efficiency. The program also supported several other initiatives, including the Mozambique EDM Phase 3 – Community Engagement Strategy and Pilot Implementation, the Cote d'Ivoire Financial Structures for On-Grid Electrification, the Tanzania Low Cost Connection Study, the Utility Human Resource (HR) Incentive Study, the India HR Incentive Design, the Jamaica Empowerment Entrepreneur Training Program, and the Smart Utilities Website. The program's monitoring and evaluation summary indicates that significant progress was made in FY2018. The program's annual expenditures totaled $X, with the majority of funds allocated to technical assistance and training. The program's lessons learned and results were reported to USAID and other stakeholders, and the program's best practices were disseminated to the broader sector. Overall, the SRUC Task Order has made significant contributions to the development of electricity systems in several countries, and its lessons learned and results will continue to inform the sector's development in the future.
