The Evaluation, Learning, and Monitoring Initiative (ELMI) made significant progress against the contract scope of work during the second quarter of fiscal year 2023.

Abstract
Activities across the different service areas followed the successful conclusion of the inception phase and piloting of various activity strategies and approaches. ELMI completed a full round of both in-depth and routine verifications across two technical offices: the Social Services Office (SSO) and Democracy, Stabilization, and Governance (DSG). The priority this quarter was to complete the verifications for Q1, many of which had commenced by the end of Q1, then embark on Q2 activities. ELMI completed 16 routine purposive verifications in Q2, bringing the cumulative number of completed purposive verifications to 20. The 16 completed purposive verifications were for Expanding Access to Justice (EAJ), Bar Ama Baro (BAB), Stabilization Through Education Program (STEP), and Human Rights Support Mechanism (HRSM). A summary of all verifications is provided in the table below. The ELMI team presented to different offices to share high-level synthesized analysis, findings, and lessons from the completed verifications. This approach was applauded by USAID as very effective and informative. ELMI will subsequently integrate quarterly meetings with each of the three USAID technical offices as a feedback loop and reflection point. This will be an addition to the individual A/COR in-brief and debrief sessions during the MV&R cycle, aimed at increasing the responsiveness and utility of ELMI services to the technical offices. During the quarter, the ELMI team focused on the following activities reported along the services areas: Monitoring, Verification, and Reporting: ELMI randomly selected 30 sites in Q2 for verification. The selected sites cut across five implementing partners (IPs). ELMI shared the sites with the IPs and conducted the verifications. The results of the verifications are summarized in the table below. The ELMI team also conducted in-depth verifications, which are detailed assessments of specific activities or projects. One in-depth verification was completed in Q2, bringing the cumulative number of completed in-depth verifications to 1. The ELMI team presented the findings and recommendations from the verifications to the USAID technical offices. The presentations were well-received, and the ELMI team will continue to provide regular updates and insights to the technical offices. The ELMI team also worked on the following activities: * Expanding Access to Justice (EAJ): ELMI completed 4 purposive verifications for EAJ in Q2. * Bar Ama Baro (BAB): ELMI completed 4 purposive verifications for BAB in Q2. * Stabilization Through Education Program (STEP): ELMI completed 4 purposive verifications for STEP in Q2. * Human Rights Support Mechanism (HRSM): ELMI completed 4 purposive verifications for HRSM in Q2. The ELMI team will continue to work on the verifications and provide regular updates to the USAID technical offices. The team will also continue to integrate quarterly meetings with each of the three USAID technical offices as a feedback loop and reflection point. The ELMI team is committed to providing high-quality services to the USAID technical offices and will continue to work diligently to meet the requirements of the contract scope of work.
