Abstract
The initiative focused on addressing the shortcomings of the Tanzania's human resource management system, known as the Tanzania's Human Resource Management System (THRM). The THRM was launched in 2018 and was designed to facilitate linkages between human resource activities and the finances of Local Government Authorities (LGAs). However, the system had several gaps, including the lack of linkages between HR activities to the budget, which resulted in staff being idled for months without payment. The PS3+ initiative provided technical assistance to resolve more than 90 percent of the THRM's gaps. The initiative included developing new HR budget submission forms and linkages to existing budgets, as well as new performance indicators and performance indicators for HR activities. The initiative also included the development of new HR activity terms and new job categories. As a result, the THRM can now produce summary reports for LGAs to track promotions, transfers, and hires, thus facilitating timely HR decisions and reducing the lag time to get people working. The improvements to the THRM have had a significant impact on the government's ability to fill and fund positions providing vital government services. The existence of subsistence allowance while onboarding new staff has enhanced morale, which results in good performance and quality delivery of services to citizens. The initiative has also enabled Regional Secretariats and the Presidents' Office-Regional Administration and Local Government to comment directly on LGA budgets to ensure that they align with national budget guidelines, priorities, and priorities. The PS3+ initiative has also improved the accuracy of LGA budgets and reduced the time spent correcting errors. The initiative has also enabled the government to allocate resources more effectively, which has resulted in the timely filling and funding of positions. The main impact of the initiative is the ability to promptly fill and fund positions providing vital government services, which has resulted in improved morale and good performance among government employees. The initiative has also resulted in improved health services in the country. The government was able to allocate new health workers in LGAs, who reported in July 2021.
