Abstract
The project is implemented by Education Development Center (EDC) in partnership with Keys to Effective Learning (Keys) and has a budget of $15,882,070. The geographic coverage of the project includes 6 governorates in Year 1, 10 additional governorates in Year 2, and nationwide after Year 3. The project's main objective is to improve teacher and instructional leader capacity through a demand-driven, blended professional development system. This system incorporates applied content knowledge with enhanced pedagogical and leadership skills. The project focuses on two critical components of the educational system: the continuous, in-service teacher professional development (CTPD) system and the professional teacher licensing/certification and promotion system. The project team recognizes the importance of aligning its goals and work with the Ministry of Education and Technical Education (MOETE)'s activities and Education 2.0 Teachers: A New Cadre of Educators document. The project aims to improve the quality of teaching and sustaining high-quality instruction by supporting innovation, rigor, and quality assurance (QA) in the educational system. Initial activities include a Situation Analysis, the establishment of sustainability mechanisms, and various technical working groups. A Teach for Tomorrow planning committee led in collaboration with high-level MOETE representatives has also been established. The project team has been impacted by the COVID-19 pandemic, which has affected the timing and format of meetings. The project's implementation status and challenges are being closely monitored. Component 1, Systems for In-service Training and Continuous Teacher Professional Development, and Component 2, Professional licensing/certification system and incentivization structure for continuous professional growth, are two key components of the project. Monitoring, Evaluation, and Learning (MEL) activities are also being conducted to assess the project's progress and identify areas for improvement. The project has made significant progress in its first year, with many activities similar in structure to those that occur during project start-up. However, health and safety measures put in place due to the COVID-19 pandemic have impacted the timing and format of meetings. The project team is working closely with MOETE to foster sustainability and ensure the long-term success of the project. The project's approach to Teach for Tomorrow implementation focuses on supporting innovation, rigor, and quality assurance (QA) in the educational system. The project team is committed to improving teacher and instructional leader capacity through a demand-driven, blended professional development system. The project's progress will be closely monitored, and adjustments will be made as necessary to ensure the project's success. The project's geographic coverage will expand to 10 additional governorates in Year 2 and nationwide after Year 3. The project team will continue to work closely with MOETE to foster sustainability and ensure the long-term success of the project.
