Abstract
The report is submitted by Winrock International, the implementing partner of the activity, and is made possible by the support of the American people through the United States Agency for International Development (USAID). The activity's purpose is to improve water security, enhance productive land use, and manage shocks, risks, and stresses in Niger and Burkina Faso. The report highlights the progress made in the first quarter of FY24, with a focus on the three components of the activity. Component 1: Improved Water Security aims to increase access to safe and reliable water sources, improve water management practices, and enhance water governance. The report notes that 15 SMEAs (Société Mixte d'Eau et d'Assainissement) and SAC/SPEs (Structure d'appui conseil au service public de l'eau) have been established in Niger and Burkina Faso, with a total of 19 SMEAs and SAC/SPEs planned by the end of FY24. Component 2: Enhanced Sustainable Productive Land Use focuses on improving agricultural productivity, promoting sustainable land use practices, and enhancing the resilience of agricultural systems. The report highlights the establishment of 10 Farmer-Managed Regeneration (FMR) plots in Niger and Burkina Faso, with a total of 20 plots planned by the end of FY24. Component 3: Improved Management of Shocks, Risks, and Stresses aims to enhance the resilience of communities to shocks, risks, and stresses, including climate-related shocks. The report notes that the activity has established a shock response and contingency planning system, which has been tested in response to a recent drought in Niger. The report also highlights the importance of collaboration and synergy between the activity's partners, including the Government of Niger, the Government of Burkina Faso, and other stakeholders. The activity has established a coordination mechanism to facilitate collaboration and ensure that the activity's objectives are met. Implementation challenges and activity management are also discussed in the report, with a focus on addressing the challenges faced by the activity, including the need to improve the capacity of local institutions and enhance the activity's monitoring and evaluation system. The report concludes with a section on priorities for the second quarter of FY24, which includes the establishment of additional SMEAs and SAC/SPEs, the expansion of FMR plots, and the enhancement of the shock response and contingency planning system. Annexes to the report provide additional information on the activity's progress, including indicator tables, expenses for the reporting period, success stories, and a quarterly environmental mitigation and monitoring report. The report also includes a listing of SMEAs and SAC/SPEs status per commune or group of communes as of December 31, 2023, and a listing of local conventions for natural resources management signed by the Government of Niger and the Government of Burkina Faso.
