2021 · 89 pages

Abstract
The manual is divided into seven sections, each addressing a specific aspect of the grant management process. The organizational structure and systems for managing grants are described in Section 2. The International Grants, Procurement, and Subcontracts (iGAPS) Team is responsible for managing grants, while the Project Grants Team focuses on project-specific grants. The Grants Management System (GMS) is used to track and manage grants. The selection process for grants is outlined in Section 3. The manual describes the different types of grant competitions, including full and open, targeted, and limited competitions. The selection criteria for grants are also discussed, including the use of a Request for Application (RFA) template and the evaluation of applications. The evaluation process is described in Section 4. The manual outlines the steps involved in evaluating grant applications, including the review of budgets and the evaluation of technical proposals. The evaluation process also includes the documentation of the process in a Memorandum of Negotiations (MON). Pre-award assessment is discussed in Section 5. The manual describes the steps involved in conducting a desk review, including the review of an organizational control environment questionnaire and the screening of grantees. The site review is also discussed, as well as the use of USAID-specific guidance and tools for pre-award assessment. The grant award process is outlined in Section 6. The manual describes the different types of grant awards, including fixed amount awards, simplified cost reimbursement grants, and standard cost reimbursement grants. The manual also discusses the disbursement of grant funds and the use of USAID standard provisions for U.S. and non-U.S. nongovernmental organizations. Grant administration is discussed in Section 7. The manual outlines the procedures for managing grant files, including the use of grant award and management documents, procurement documents, financial documents, and reporting and evaluation documents. The manual also discusses the costs associated with grants, including allowable and unallowable costs, and the need for prior approvals. The manual provides guidance on the management of grants in Tanzania, including the selection process, evaluation process, pre-award assessment, grant award process, and grant administration. The manual is intended to provide a comprehensive guide for USAID staff and grantees in Tanzania.
