Abstract
The primary goal of V-LEEP II is to achieve three guiding objectives: increasing the deployment of advanced energy systems, improving energy sector performance, and increasing energy sector competition. To achieve these objectives, V-LEEP II will focus on improving enabling policies, laws, and regulations, mobilizing private investment, and promoting transparent procurement practices. The program will also work to improve planning and operation practices, increase the availability of advanced energy skilled workforce, products, and services, and support the implementation of the Eighth National Power Development Plan (PDP-8). The V-LEEP II team will work closely with its four counterparts within the Government of Vietnam (GVN): the Electricity and Renewable Energy Authority (EREA), Electricity Regulatory Authority of Vietnam (ERAV), Energy Efficiency and Sustainable Development Department (EESD), and Oil, Gas and Coal Department (OGCD). The team will also engage with private sector companies to align their operations with Government of Vietnam requirements and priorities for PDP-8 implementation. In Year 2 (Y2), V-LEEP II will focus on the formulation and implementation of policies and programs related to PDP-8 implementation. The program will provide advice and support to private sector companies to help them align their operations with Government of Vietnam requirements and priorities. This will involve working closely with EREA to develop and implement policies and programs that support the deployment of advanced energy systems, improve energy sector performance, and increase energy sector competition. The V-LEEP II program will also focus on improving energy sector performance through the development and implementation of energy efficiency and sustainable development policies and programs. This will involve working closely with EESD to develop and implement policies and programs that promote energy efficiency and sustainable development practices. In addition, V-LEEP II will work to increase energy sector competition by promoting transparent procurement practices and increasing the availability of advanced energy skilled workforce, products, and services. This will involve working closely with ERERA to develop and implement policies and programs that promote transparent procurement practices and increase the availability of advanced energy skilled workforce, products, and services. The V-LEEP II program will also focus on cross-cutting activities such as monitoring, evaluation, and learning, gender inclusion, environmental compliance, communication, counterpart coordination, and donor engagement. This will involve working closely with various stakeholders to develop and implement policies and programs that promote these cross-cutting activities. Overall, the V-LEEP II program aims to advance the transition of Vietnam to a clean, secure, and market-based energy sector by increasing the deployment of advanced energy systems, improving energy sector performance, and increasing competition in the energy sector. The program will work closely with its counterparts within the Government of Vietnam and private sector companies to achieve these objectives.
