Abstract
The program focuses on increasing the deployment of advanced energy systems, improving energy sector performance, and increasing competition in the energy sector. During the second quarter of 2021, V-LEEP II prepared and submitted to USAID its foundational documents, including the Year One Work Plan and the Monitoring, Evaluation and Learning (MEL) Plan. The program also submitted other required Year One deliverables, such as the Private Sector Engagement (PSE) Plan, Environmental Mitigation and Monitoring Plan (EMMP), and Gender and Social Inclusion Action Plan. V-LEEP II organized two workshops to inform its planning, including a Start-Up Workshop and a Co-Planning Workshop with Government of Vietnam (GVN) counterparts. The program also progressed in obtaining recognition from GVN as an Official Development Assistance (ODA) program by drafting the Project Document. The country's energy demand is growing at a rate of 10 percent per year, with a predicted shortage of 3.7 billion kWh in 2021 and 10 billion kWh in 2022. To address this issue, Vietnam needs to invest $8-10 billion annually in the energy sector over the next decade. V-LEEP II's approach focuses on increasing the deployment of advanced energy systems, improving energy sector performance, and increasing competition in the energy sector. The program aims to reduce greenhouse gas emissions and promote sustainable energy development in Vietnam.
