Abstract
The program's goal is to improve the country's energy security, environment, and competitiveness by catalyzing the rapid deployment of modern clean energy services. V-LEEP's support directly benefits relevant departments within the Ministry of Industry and Trade (MOIT), the Electricity Regulatory Authority of Vietnam (ERAV), and the Electricity Vietnam (EVN). The program is structured into three main components: Low Emissions Strategy Development for the Energy Sector, Enhance Capacity and Improve the Enabling Environment for Renewable Energy Development, and Increase EE Adoption and Compliance. Component 1 focuses on enhancing the Government of Vietnam's (GVN) capacity to analyze and develop clean energy strategies, as well as evaluating emissions mitigation options for decision-making. This component includes tasks such as enhancing GVN capacity to improve the enabling environment for renewable energy development and increasing capacity of renewable energy developers and the private sector in large-scale renewable energy development. Component 2 aims to enhance capacity and improve the enabling environment for renewable energy development. This component includes tasks such as increasing capacity of government institutions to improve the enabling environment for renewable energy development and enhancing capacity of renewable energy developers and the private sector in large-scale renewable energy development. Component 3 focuses on increasing energy efficiency adoption and compliance, including tasks such as enhancing government capacity to strengthen energy efficiency policy implementation. Cross-cutting activities are also integral to the program, including peer exchange and knowledge sharing, gender equity, monitoring and evaluation, communications, and sustainable finance for Vietnam's public electricity sector. The program's implementation is guided by a results framework, which outlines key performance indicators and targets for each activity. The V-LEEP program has a field staffing plan in place for Year 4, which includes a team of experts and support staff to implement the program's activities. The program's activities are designed to be implemented over a period of four years, with a focus on achieving measurable and meaningful contributions to the legal and regulatory environment that supports the adoption of renewable energy and energy efficiency. The program's activities are organized into several key areas, including strengthening national power planning capacity, developing a road map for implementing renewable energy portfolio standards, improving the action plan to implement the national renewable energy development strategy, and designing a communication strategy and campaign to promote clean energy. The program also includes activities focused on supporting the design and piloting of direct power purchase agreements, proposing a revised support mechanism for promoting solar rooftops, and preparing a study on policy options for energy storage. Overall, the V-LEEP program aims to make a significant contribution to Vietnam's efforts to transition to a low emission energy system, while also improving the country's energy security, environment, and competitiveness. The program's activities are designed to be implemented in a collaborative and sustainable manner, with a focus on achieving measurable and meaningful results.
