Abstract
Pre-construction activities involved USAID contractors submitting specifications for materials to be used in the construction of the thermal desorption treatment pile containment structure, including fill, concrete, asphalt, and geotextile materials. After thorough review, the materials were deemed to meet the design specifications and were approved for use at the site. Construction activities progressed with clearing and grading continuing, and USAID contractors began importing fill material at the location for the thermal desorption treatment pile containment structure. Test pits were dug to ensure the integrity of the foundation below the pile containment structure. Contractors also began casting concrete masonry unit (CMU) blocks for construction of the pile structure, with 644 of the eventual 33,000 CMU blocks produced as of November 30, 2012. Inspection and monitoring activities continued, with USAID contractors maintaining erosion control measures such as silt fences and drainage ditches installed around the site to prevent contaminated soil from leaving the project area. Capacity building and stakeholder engagement efforts included a site update meeting with the Danang People's Committee on November 7, 2012, and a monthly coordination meeting with Air Force Air Defense Command officials in Hanoi on November 14, 2012. Health and safety training remained a priority, with 62 people completing Health and Safety Training on Construction and Hazardous Waste Operations in October 2012, and 4 people completing the "Train-the-Trainer" course in November 2012. These 4 individuals are now certified as official trainers who can assist in teaching the project health and safety course to a wider audience. The project's focus on health and safety is crucial in ensuring the well-being of workers involved in the remediation efforts. The project's progress in November 2012 demonstrates the ongoing commitment of USAID contractors to addressing dioxin contamination at Danang Airport. The implementation of pre-construction activities, construction activities, inspection and monitoring, capacity building, and health and safety training are all critical components of the project's success. The project's focus on stakeholder engagement and capacity building is also essential in ensuring the long-term sustainability of the remediation efforts.
