Abstract
The project was launched on August 9, 2012, with a ceremony hosted by USAID and the Vietnamese Ministry of National Defense (MND). Onsite work officially started on August 20, 2012, with USAID contractors mobilizing to Danang and beginning site preparation work. Pre-construction activities are ongoing, with contractors finalizing planning documents to ensure compliance with U.S. and Vietnamese requirements. The Ministry of National Defense held a land handover event on September 27, 2012, where all parties walked around the site to establish and understand the location of project boundaries. This event marked the completion of land handover procedures, allowing contractors to proceed with construction activities. Construction activities have commenced, with contractors completing a land survey to finalize the land handover. They have also begun installing erosion control measures and clearing and grading the planned location for the thermal desorption treatment pile containment structure. The contractors mobilized to Danang on September 24, 2012, and have made significant progress in preparing the site for remediation activities. Inspection and monitoring activities are also underway, with USAID contractors completing the first round of baseline dioxin air sampling. This sampling is part of the project's environmental mitigation and monitoring plan, aimed at ensuring the safety of workers and the surrounding community. Contractors have also begun a biodiversity study to assess the potential impact of the project on rare or endangered plants and animals. Capacity building and stakeholder engagement are essential components of the project. USAID contractors held the first construction and hazardous waste operations health and safety training for site workers on October 12-13, 2012. A total of 62 people successfully completed the training, which is a critical step in ensuring the safety of workers involved in the remediation activities. The training covered topics such as health and safety protocols, emergency response procedures, and hazardous waste handling.
