The All Children Reading – Asia Vision and Hearing Screening Tools Pilot Activity in the Philippines was conducted to assess the effectiveness of selected screening tools in detecting children with vision and hearing difficulties within the Filipino context.

Abstract
The pilot activity was implemented in 2018, with funding from the United States Agency for International Development (USAID). Research Triangle International (RTI International) was responsible for preparing the pilot findings report. The pilot activity aimed to evaluate the selected screening tools, including the Peek Acuity and hearScreen, in detecting vision and hearing impairments among children in the Philippines. The tools were administered by teachers in 15 pilot schools, with a total of 1,218 children screened. The results showed that the selected screening tools were able to detect children with vision and hearing difficulties, with a high level of accuracy. The pilot findings revealed that the Peek Acuity tool was effective in detecting vision impairments, with 12.6% of children screened showing potential vision impairment. The hearScreen tool was also effective in detecting hearing impairments, with 14.5% of children screened showing potential hearing impairment. The results were compared to the Washington Group Short Set of Disability Questions, which showed a high level of agreement between the two tools. The pilot activity also assessed the necessary conditions for reliable and effective administration of the selected tools. The results showed that the tools could be effectively used by teachers in the Philippines to screen and detect students with vision and hearing difficulties, provided that they received adequate training and support. The training duration and design were found to be critical factors in ensuring reliable screening results. The pilot findings also highlighted the importance of parent notification and referral processes in ensuring that children with vision and hearing difficulties receive timely and appropriate support. The results showed that the parent notification and referral process was effective in identifying children with vision and hearing difficulties, with 85% of parents reporting that they were notified and referred to a medical professional. The pilot activity concluded that the selected screening tools were effective in detecting children with vision and hearing difficulties within the Filipino context. The results also highlighted the importance of adequate training and support for teachers in administering the tools, as well as the need for effective parent notification and referral processes. The findings of the pilot activity have implications for the development of inclusive education policies and programs in the Philippines and other countries in the Asia region.
