Abstract
Evaluation covers the period 9/79-4/81 and is based on an attached special evaluation (XD-AAH-423-B). Project progress and results have been excellent. Benefits were realized by both developing country farmers (reached by project-trained extension agents) and weed researchers and technicians around the world who have had access to the weed control information exchange sponsored by the International Plant Protection Center. No major problems have been encountered, but due to the short time remaining on the contract with Oregon State University (OSU), it has been difficult to recruit a new party chief for the Philippines project site. It is recommended that: (1) a new project paper be prepared and a new cooperative agreement be made with OSU to extend the project -- incorporating socioeconomic studies and weed control technologies developed under the present contract -- for 5 years; (2) the technical staff be increased for the new project extension; (3) the subagreement with the University of Florida be renegotiated to ensure continued coverage of aquatic weed problems; and (4) the availability of funds earmarked by the Government of Philippines for the Crop Protection Project (4920288) be investigated. A compilation of pertinent project information (AID/OSU 1981 Weed Control Systems Project Review) has been prepared by the contractor and is available in the Office of Agriculture of the Bureau for Science and Technology.
