Abstract
The program is implemented by Deloitte Consulting LLP under the Power Africa Indefinite Delivery, Indefinite Quantity (IDIQ) Contract No. 720-674-18-D-00003. The program's primary objective is to increase access to reliable and affordable energy in West Africa, with a focus on Ghana. The WAEP Results Framework outlines the program's key performance indicators (KPIs), which are designed to measure progress towards the program's objectives. The framework consists of 24 indicators, including capacity, wholesale cost of electricity generation, kilometers of power lines constructed or rehabilitated, and direct connections. These indicators are tracked through various mechanisms, including data collection and management, data quality assurance, and data analysis and reporting. The program's monitoring and evaluation approach is designed to ensure that progress is regularly assessed and that lessons are learned to inform program implementation. The approach includes stakeholder engagement, target setting, and baseline establishment. The program also has a risk monitoring framework in place to identify and mitigate potential risks that may impact program implementation. The WAEP Performance Indicators Tracking Chart provides a visual representation of the program's progress towards its objectives. The chart shows the program's performance against each of the 24 indicators, with data available for the period from July 15, 2019, to July 14, 2024. The chart is updated regularly to reflect changes in program performance. The program's approach to learning and adaptation is designed to ensure that lessons are learned and applied to inform program implementation. The approach includes a learning from monitoring, evaluation, and learning (MEL) to enhance performance framework, which outlines the program's approach to learning and adaptation. The framework includes guiding learning principles, learning questions, and a data analysis and learning schedule. The program's risk monitoring framework is designed to identify and mitigate potential risks that may impact program implementation. The framework includes a risk tracking system, which is used to monitor and report on program risks. The system includes a risk analysis breakdown, which outlines the program's risk profile, and a risk tracking indicators table, which shows the program's performance against each of the risk indicators. The program's data analysis and reporting process is designed to ensure that data is collected, analyzed, and reported in a timely and accurate manner. The process includes data collection and management, data quality assurance, and data analysis and reporting. The program also has a data analysis and learning schedule, which outlines the program's data analysis and reporting requirements. The program's approach to gender equality is designed to ensure that women's needs and perspectives are taken into account in program implementation. The approach includes a gender equality dimensions of WAEP indicators framework, which outlines the program's approach to tracking and reporting on gender equality indicators. The framework includes a disaggregation information for tracking gender figure, which shows the program's performance against each of the gender equality indicators. The program's coordination with other stakeholders is designed to ensure that the program is aligned with the needs and priorities of other stakeholders. The approach includes a coordination with others framework, which outlines the program's approach to coordination and collaboration with other stakeholders. The framework includes a stakeholder engagement plan, which outlines the program's approach to engaging with stakeholders. The program's evaluation approach is designed to ensure that the program's progress is regularly assessed and that lessons are learned to inform program implementation. The approach includes a midterm evaluation, which is conducted to assess the program's progress towards its objectives. The evaluation includes a data analysis and reporting process, which is used to assess the program's performance against each of the indicators.
