Abstract
The program's Ghana-only activities, managed under Contract Line-Item Numbers (CLIN) 0002, aim to optimize the supply of power, increase access to reliable and affordable grid-based power, and improve the performance of select national utilities and power sector entities. In Year 5, Quarter 2, the WAEP team continued to engage and collaborate with United States Agency (USG) agencies, Power Africa partners, and other stakeholders. The team worked closely with counterparts in Ghana, including the Ministry of Energy (MoEN), Public Utilities Regulatory Commission (PURC), Energy Commission (EC), GRIDCo, Volta River Authority (VRA), Bui Power Authority (BPA), and NEDCo, to ensure the sustainability of various activities beyond the life of the program. The WAEP team has made significant progress in achieving the program's goals. As of the end of Year 5 Q2, the team has met or exceeded targets for 16 out of a total of 22 indicators. Key highlights of the program's progress include the successful replication of the Aggregator Based Business model with Song Soma, which received an endorsement letter and resulted in five business models replicating the model. The program's results are reflected in the following indicators: * Number of new grid and off-grid actual direct connections: 429,546, exceeding the target of 400,000. * Number of MW from transactions that achieved financial close: 200 MW, exceeding the target of 350 MW. * Amount of investment mobilized for energy investment: $3.763 billion, exceeding the target of $1.01 billion. * Kilometers of transmission and distribution lines reached financial close: 0 km, falling short of the target of 200 km. * Kilometers of Power Lines Constructed or Rehabilitated: 269 km, exceeding the target of 200 km. * Number of laws, policies, regulations, or standards to enhance energy sector governance formally proposed, adopted, or implemented: 22, meeting the target. The WAEP team continues to work towards achieving the program's goals and ensuring the sustainability of its activities beyond the life of the program.
