The Reading for Ethiopia’s Achievement Developed Community Outreach (READ CO) initiative was launched in January 2015 as a four-year USAID-funded program to increase access to grade-level appropriate reading materials, provide children with opportunities to practice reading, and strengthen parental and community engagement in support of children’s learning to read.

Abstract
The initiative supports the national READ Program effort to address the learning needs of 15 million primary grade students in seven Ethiopian languages. READ CO is implemented by Save the Children and its regional NGO partners, including Amhara Development Association (ADA), Tigray Development Association (TDA), Adult and Non-formal Education Association of Ethiopia (ANFEAE), the Organization for Welfare and Development in Action (OWDA), and the Save the Children South Hub (in SNNPR). The program aims to improve reading skills among primary grade students, with a focus on the most vulnerable and disadvantaged groups. The READ CO program is structured around five key components: Gumii Dubbisuufi Barreessuu (Community Outreach), Golee Dubbisaa (Reading Materials), Mana Barnootaatti Fedhaan tajaajiltoota Gumii Dubbisuufi Barreessuu tumsan (School-Based Reading Program), Meeshaalee Dabalataan Dubbifaman (Teacher Training), and Hirmaannaa Maatiifi Hawaasaa Sadarkaa Mana Barnootaatti (Parent and Community Engagement). Gumii Dubbisuufi Barreessuu is the community outreach component, which aims to establish a network of community-based reading centers and promote reading habits among community members. The program targets children aged 6-12 and provides them with access to reading materials, reading instruction, and opportunities to practice reading. Golee Dubbisaa is the reading materials component, which aims to develop and distribute reading materials that are relevant to the needs and interests of primary grade students. The program focuses on developing reading materials that are aligned with the national curriculum and are available in the seven Ethiopian languages. Mana Barnootaatti Fedhaan tajaajiltoota Gumii Dubbisuufi Barreessuu tumsan is the school-based reading program, which aims to improve reading skills among primary grade students. The program targets schools in rural areas and provides them with reading materials, reading instruction, and opportunities to practice reading. Meeshaalee Dabalataan Dubbifaman is the teacher training component, which aims to improve the reading skills of primary grade teachers. The program provides teachers with training on reading instruction, reading materials, and classroom management. Hirmaannaa Maatiifi Hawaasaa Sadarkaa Mana Barnootaatti is the parent and community engagement component, which aims to engage parents and community members in the reading process. The program targets parents and community members and provides them with information and resources to support their children’s reading development. The READ CO program has made significant progress in improving reading skills among primary grade students in Ethiopia. The program has established a network of community-based reading centers, developed and distributed reading materials, and provided teachers with training on reading instruction. The program has also engaged parents and community members in the reading process, promoting a culture of reading among community members. Overall, the READ CO program has made a significant contribution to improving reading skills among primary grade students in Ethiopia, and its impact is expected to continue in the years to come.
