Abstract
The program aims to increase access to grade-level appropriate reading materials, provide children with opportunities to practice reading, and strengthen parental and community engagement in support of children’s learning to read. The initiative is part of the national READ Program effort to address the learning needs of 15 million primary grade students in seven Ethiopian languages. The READ CO program is implemented by Save the Children and its regional NGO partners, including the Amhara Development Association (ADA), Tigray Development Association (TDA), Adult and Non-formal Education Association of Ethiopia (ANFEAE), the Organization for Welfare and Development in Action (OWDA), and the Save the Children South Hub. The program is made possible through the generous support of the American people via USAID. The guide for the READ CO program was developed in consultation with experts nominated by the Ministry of Education (MOE), Regional State Education Bureaus (RSEBs), Zone Education Departments (ZEDs), and USAID/READ CO. The guide is used as a reference for training school-level and community-level reading and writing activities. The program aims to develop the skills of master trainers, who will then train teachers and community members to implement the program. The guide outlines the steps for implementing the READ CO program, including training materials and activities. The program emphasizes the importance of community engagement and parental involvement in supporting children’s learning to read. The guide provides information on how to establish a community reading center, which serves as a hub for reading activities and provides a space for children to practice reading. The program also emphasizes the importance of creating a conducive reading environment, including providing access to reading materials and creating a quiet and comfortable space for reading. The guide provides detailed information on how to implement the READ CO program, including training materials and activities. The program focuses on developing the skills of master trainers, who will then train teachers and community members to implement the program.
