Abstract
Led by Abt Associates, PS3+ is implemented in partnership with the Local Government Training Institute, Tanzania Mentors for Action, and University of Dar es Salaam. This Activity covers the period between July 31, 2020, and July 30, 2025. The Activity focuses on three main result areas: Improved Evidence-Based, Inclusive Planning and Management at Local Levels; Strengthened Local Governance to Promote Citizen Engagement and Social Accountability; and Increased Efficiency in the Collection and Use of Financial Resources. In Year 3 (Fiscal Year 4), the Activity achieved significant milestones in each of these areas. In Result Area 1, the Activity strengthened and extended the use of PlanRep, a planning and budgeting tool, to village/mtaa level. This enabled local governments to improve their planning and budgeting capacity and use reports and data to inform management decisions. The Activity also supported the institutionalization of the ODeL approach within local governments as a platform for building capacity of newly recruited staff and councilors. In Result Area 2, the Activity strengthened citizen engagement governance structures and informed citizens through the use of technology. This included enabling local governments, villages/mtaa, and facilities to share information with citizens and empowering the private sector to effectively participate in local government and service provider planning and budgeting processes. In Result Area 3, the Activity enhanced the District Financial Fund (DFF) and introduced single national health insurance. This improved the efficiency of financial resource collection and use, particularly in the health sector. The Activity also strengthened facility and village/mtaa public financial management (PFM) systems, including improving facility DFF management and strengthening the Facility Financial Accountability and Reporting System (FFARS) in health facilities and schools. In Zanzibar, the Activity extended PlanRep to the island and supported the development of a Zanzibar Health Financing Strategy and UHI Initiative and Facility Financial Management. The Activity also supported the Zanzibar Electronic Medical Records System and the Health Facility Registry in Zanzibar. Throughout the year, the Activity maintained strong collaboration with USAID implementing partners and development partners. The Activity also made significant progress in program, contract, and financial management, including the management of contracts and financial resources. The Activity's performance results for Year 3 (Fiscal Year 4) are presented in Annex 1. The Activity achieved significant milestones in each of the three result areas and made progress in strengthening public sector systems in Tanzania.
