Abstract
The program began in 2020 and is set to conclude in 2024. The primary objective of V-LEEP II is to support the Government of Vietnam in achieving its Nationally Determined Contributions (NDCs) under the Paris Agreement. The program focuses on three key areas: Electricity and Renewable Energy Authority (EREA), Electricity Regulatory Authority of Vietnam (ERAV), and Energy Efficiency and Sustainable Development Department (EESD). V-LEEP II works closely with the Ministry of Industry and Trade (MOIT) to implement its activities. The program's work plan is aligned with the Eighth Power Development Plan (PDP-8) and the Vietnam Power Development Strategy. In Quarter 2 of Year 3 (January 1 – March 31, 2023), V-LEEP II made significant progress in various technical areas. The program completed several tasks, including the development of a renewable energy roadmap, a study on the potential of rooftop solar, and a report on the feasibility of a floating storage and regasification unit (FSRU) in Vietnam. Additionally, V-LEEP II provided technical assistance to the MOIT in developing a power development plan and a renewable energy master plan. The program also made progress in operations, compliance, and staffing. V-LEEP II updated its operations manual and implemented a new subcontracting process. The program also deployed short-term consultants to Vietnam to provide technical assistance. Furthermore, V-LEEP II conducted an initial environmental examination (IEE) and identified potential environmental impacts associated with the program's activities. In terms of monitoring, evaluation, and learning (MEL), V-LEEP II tracked progress towards its objectives and indicators. The program reported on its achievements in reducing greenhouse gas emissions, increasing the share of renewable energy in the energy mix, and improving energy efficiency. V-LEEP II also conducted collaborative learning and adapting activities with its stakeholders, including the MOIT and other government agencies. The program's impact stories and media coverage are presented in Annex C and Annex D, respectively. The impact stories highlight the program's achievements in reducing greenhouse gas emissions and promoting renewable energy in Vietnam. The media coverage showcases the program's visibility and recognition in the national and international media. Overall, V-LEEP II has made significant progress in reducing greenhouse gas emissions and promoting renewable energy in Vietnam. The program's achievements demonstrate its commitment to supporting the Government of Vietnam in achieving its NDCs under the Paris Agreement.
