Abstract
The program began in 2020 and is scheduled to conclude in 2025. The program's primary objective is to support the Government of Vietnam in achieving its Nationally Determined Contribution (NDC) under the Paris Agreement. The program focuses on three key technical areas: Electricity and Renewable Energy Authority (EREA), Energy Efficiency and Sustainable Development Department (EESD), and Oil, Gas and Coal Department (OGCD). Progress in these areas is monitored through quarterly reports, which provide updates on task completion, deliverables, and work products. In the reporting period of April 1 to June 30, 2023, significant progress was made in the EREA tasks. The program implemented a range of activities, including the development of a renewable energy roadmap, the establishment of a rooftop solar program, and the promotion of energy efficiency in industrial parks. The EESD tasks also saw notable progress, with the implementation of energy-efficient lighting and appliances in public buildings and the development of a green growth strategy. The program's operations, compliance, and staffing were also reviewed during the reporting period. The report highlights the program's efforts to ensure compliance with USAID contract documents and the implementation of a robust monitoring and evaluation system. The program's staffing levels were also reviewed, with a focus on ensuring that the team has the necessary skills and expertise to achieve program objectives. In addition to the technical and operational updates, the report also provides information on the program's cross-cutting enabling areas, including grants, gender and development, private sector engagement, and communications and outreach. The program's monitoring, evaluation, and learning (MEL) updates are also provided, including progress towards approved MEL indicators and collaborative learning and adapting activities. The report includes a range of annexes, including deliverables and work products completed during the reporting period, anticipated MEL indicator progress, impact stories, media coverage, and a list of international short-term technical advisors deployed to Vietnam. The report also includes a list of tables and figures, which provide additional information on the program's progress and achievements. Overall, the V-LEEP II program is making significant progress in reducing greenhouse gas emissions in Vietnam's energy sector. The program's focus on technical areas, operations, and cross-cutting enabling areas is ensuring that the program is on track to achieve its objectives and contribute to Vietnam's Nationally Determined Contribution under the Paris Agreement.
