Abstract
The initiative aims to provide performance monitoring, verification, Geographic Information System (GIS) services, and evaluation support to measure program impact, results, and achievements for USAID/El Salvador and other Missions in the region. The initiative's main goal is to enhance the Mission's monitoring and evaluation (M&E) capability, ensuring empirical evidence for programming, learning, and adapting. The six components of the initiative include performance monitoring, which will provide services required by USAID to increase the Mission's capacity to make well-informed decisions based on evidence. The initiative will also focus on performance evaluations, which will assess the effectiveness of USAID programs and projects. Additionally, the initiative will conduct research, assessments, and data analysis to provide empirical evidence for programming and learning. The initiative will also support knowledge management and learning, as well as training and capacity building for USAID staff and partners. The initiative's geographic focus includes El Salvador, Guatemala, Honduras, Nicaragua, and Mexico. The initiative's work plan for Year 3 covers the 12-month period from August 1, 2018, through July 31, 2019. The work plan provides a detailed account of all known activities the initiative will undertake and the milestones it plans to achieve during Year 3 of implementation. The initiative's technical activities will be implemented through six components: performance monitoring and impact evaluations, performance evaluations, GIS, research, assessments, and data analysis, knowledge management and learning, and training and capacity building. The initiative will work closely with various stakeholders, including USAID, the Government of El Salvador, and other partners.
