Abstract
The tool is designed to be used by ministries of health, civil society, non-governmental organizations, and adolescents to evaluate the responsiveness of health systems to the needs and rights of adolescents, including how the system acknowledges and addresses gender barriers and opportunities that influence adolescents' receipt of quality care. The tool assesses seven health system building blocks: leadership and governance, service delivery, health workforce, health information, essential commodities and technology, financing, and community. It provides features and benchmarks for each building block's responsiveness to adolescents' needs and rights. The tool aims to inform work plans, budget priorities, and national adolescent health programs, and to measure and monitor the system's progress in meeting the needs and rights of adolescents over time.
