Abstract
The CTS Activity seeks to improve Ghana's ability to track criminal cases from their introduction into the system to their prosecution, trial, and sentencing in the courts, and execution of the sentence in prison. This will enhance information sharing and coordination amongst Ghana's law enforcement and judicial authorities, increasing the efficiency and effectiveness in investigating and prosecuting criminal cases of all types. The project has three objectives: develop a comprehensive design and sustainable roll-out process for an integrated CTS for the Ghana criminal justice sector, implement a testing phase and identify the requirements for the sustainable use and expansion of the integrated CTS, and improve procedures and policies to strengthen change management, coordination, and communication across key justice-sector institutions that sustain the use of an integrated CTS. The CTS Activity is implemented by Chemonics International, in conjunction with subcontractors Inter-regional Bridge Group (IBG) and Transnational Development Associates (TDA). The CTS Activity focuses on three key areas: developing a comprehensive design and sustainable roll-out process for an integrated CTS, implementing a testing phase, and improving procedures and policies to strengthen change management, coordination, and communication. The project aims to develop a comprehensive design and sustainable roll-out process for an integrated CTS, which will enable the Ghana criminal justice sector to effectively track and manage criminal cases. The testing phase will identify the requirements for the sustainable use and expansion of the integrated CTS, ensuring that the system is functional and effective. The CTS Activity involves the development of a comprehensive design and sustainable roll-out process for an integrated CTS, which will enable the Ghana criminal justice sector to effectively track and manage criminal cases. The project will also implement a testing phase, which will identify the requirements for the sustainable use and expansion of the integrated CTS. The CTS Activity has made significant progress in the first 200 days of the testing and piloting phase. The project has successfully implemented the testing phase in four regions: Volta, Northern, Greater Accra, and Ashanti. The testing phase has identified several successes, including the development of a comprehensive design and sustainable roll-out process for an integrated CTS, the implementation of a testing phase, and the improvement of procedures and policies to strengthen change management, coordination, and communication. The project has also encountered several challenges, including equipment costs, data quality assessments, and user acceptance testing. The CTS Activity has developed a comprehensive design and sustainable roll-out process for an integrated CTS, which will enable the Ghana criminal justice sector to effectively track and manage criminal cases. The project has also implemented a testing phase, which has identified the requirements for the sustainable use and expansion of the integrated CTS. Additionally, the project has improved procedures and policies to strengthen change management, coordination, and communication across key justice-sector institutions that sustain the use of an integrated CTS. The project has made significant progress in the first 200 days of the testing and piloting phase, and it is expected to continue making progress in the coming months.
