Abstract
The milestones are focused on enhancing data access, literacy, and governance, as well as promoting data sharing and interoperability. In January 2024, the USAID Data Board aims to secure Engineering Review Board (ERB) approval to launch the Enterprise Reporting Portal (ERP), which will provide access to data tools and facilitate data interoperability. Additionally, the Board will finalize USAID's revised Public Access Plan (Update #1) for public release, outlining data sharing and compliance requirements. In February 2024, the Board will begin Update #2 to USAID's Public Access Plan, further refining data sharing and compliance policies. The Board will also launch modernized ERP to facilitate access to authoritative Agency reports and dashboards, and deliver a training webinar on mitigating re-identification risk. Furthermore, a functional prototype of the Consolidated Digital Repository (CDR) will be made available for testing and evaluation within a USAID lab environment. In April 2024, the Board will integrate draft policy on handling non-English data into ADS 579, USAID Development Data, revision. The Board will also launch the USAID Data-Informed Development (DID) Certification Program, which will promote data literacy and certification among Agency staff. Additionally, the Board will create an initial draft of policy for metadata and artificial intelligence (AI), and establish a minimum viable product for the Development Data Commons (DDC) shared computing platform. Throughout 2024, the Board will continue to advance data governance, data interoperability, and data quality initiatives. In May 2024, the Board will publish a directory of DataSEED procurements, and finalize a comprehensive re-draft of ADS 579 for USAID-wide clearance. In July 2024, the Board will create a plan for initially categorizing data to the existing USAID taxonomy, and produce a mockup for the Data Science Working Group (DSWG) intranet page. In August 2024, the Board will begin initial clearance process for USAID's revised Public Access Plan (Update #2), and establish a process for approving data disaggregates. The Board will also bring together systems to complete Phase II of curating Agency Organization Unit (AOU) data within the MDM Working Group. In October 2024, the Board will finalize an Additional Help to address essential elements of sharing data outside USAID, and define scope of USAID's AI training priorities. In 2025, the Board will continue to advance data-driven development and data management initiatives. In January 2025, the Board will launch the DID Certification Program, Cohort #2, and expand engagement for the DDC to work with additional USAID operating units. In Q2 (April-June) 2025, the Board will respond to OSTP revision requests on USAID's Public Access Plan (Update #2), and establish a minimum viable product for the Digital Front Door (DFD), USAID's portal for data repositories.
