Abstract
The project was a partnership between World Concern Development Organization (WCDO) and Engineering Ministries International (EMI), with funding from the USAID Bureau for Humanitarian Affairs (BHA). The primary goal of the NABuRRS project was to ensure that all vulnerable populations in Haiti have access to safe shelter during severe weather events. The assessment of provisional shelters involved evaluating the level of disaster awareness, shelter management, and structure of shelters. The assessment also examined the water, sanitation, and hygiene (WASH) conditions within the shelters. The evaluation was conducted in four departments in Haiti: Sud, Sud-est, Grand Anse, and Nippes. The assessment revealed that the primary use of shelters was for temporary housing, with 71% of respondents indicating that they used the shelters for this purpose. The shelters were also used for other purposes, including as community centers and places of worship. The assessment found that the shelters were generally in poor condition, with 60% of respondents indicating that the shelters were in a state of disrepair. The assessment also examined the WASH conditions within the shelters. The results showed that 55% of shelters had access to a water source, but only 22% of shelters had a reliable water supply. The assessment also found that 75% of shelters had inadequate sanitation facilities, and 60% of shelters had inadequate waste disposal practices. The assessment identified several challenges to improving the condition of shelters in Haiti. These challenges included limited resources, inadequate infrastructure, and a lack of technical expertise.
