Abstract
The institute's efforts focus on promoting social assistance policies and advocating for the rights of people with disabilities. ACDC's initiatives aim to ensure that no one is left behind, particularly those with hearing and speech impairments. Social assistance policies for beneficiaries of social protection have undergone significant changes with the issuance of Decree No. 20/2021/NĐ-CP. This decree has amended and added provisions related to social assistance policies, primarily benefiting people with severe and particularly severe disabilities. Key updates in the decree include enhanced support for individuals with disabilities, including preferential allowances for teachers and education administrators who work with people with disabilities. Preferential allowances are provided to teachers who teach people with disabilities in inclusive classes at public vocational training institutions. Additionally, teachers and education administrators who directly teach and manage people with disabilities using special education methods are also eligible for these allowances. The preferential allowances aim to recognize the efforts of educators working with individuals with disabilities and provide them with necessary support. The institute also focuses on promoting awareness and understanding of various disabilities, including osteogenesis imperfecta (OI), also known as brittle bone disease. Wishbone Day, celebrated on May 6th each year, serves as an international awareness day for OI. The day aims to praise the voices of people with OI and their contributions to their families and society, as well as the challenges they face when living with OI. In addition to promoting awareness, ACDC also supports the implementation of programs aimed at preventing and responding to gender-based violence. Plan No. 106/KH-UBND, issued by the Hanoi People's Committee, outlines the implementation of the Preventing and Responding to Gender-based Violence Program in the 2021-2025 period. The program aims to provide support to victims of gender-based violence and promote a safe and inclusive environment for all individuals. The institute's efforts also extend to supporting the development of early detection tools for autism spectrum disorder in children. Decision No. 2254/QĐ-BYT, issued by the Minister of Health, promulgates the Toolkit for Early Detection of Autism Spectrum Disorder in Children. The toolkit is applicable to families, communities, health facilities, organizations, and individuals, aiming to provide a comprehensive approach to early detection and intervention. Overall, ACDC plays a crucial role in promoting social assistance policies, advocating for the rights of people with disabilities, and supporting the development of programs aimed at promoting awareness and understanding of various disabilities.
