Abstract
The project aims to improve early grade reading outcomes in Senegal through a collaborative, learning, and adapting approach. The AMELP is designed to assess the outputs, outcomes, and results of the project, and to inform adaptive management decisions to achieve the desired results. The plan is based on the Activity's purpose, goal, and expected outcomes and outputs, and includes determining the full set of indicators needed for measurement, how these indicators are defined and measured, setting targets for these indicators, and determining the processes needed to access progress and results. The AMELP includes a performance monitoring system and approaches, which include performance indicators, indicator baselines and targets, data quality assurance and data quality assessment procedures, reporting of performance indicator data, roles and responsibilities, information management, data collection methodologies, collaborating, learning, and adapting, gender and inclusion, and independent evaluation. The plan also includes a dynamic and flexible approach, which will be updated throughout the implementation process as needed. The LPT team will integrate and/or coordinate its M&E staff, data collection tools, information systems, and data reporting with the Ministère National de l'Education (MEN) to avoid duplication and parallel structures. The AMELP is aligned with the MEN's focus on results-based management, and will take advantage of a variety of tools and methods to provide USAID and project stakeholders with accurate and up-to-date data on project performance and achievement of results. The ultimate goal of the AMELP is to be able to know when success has been achieved, understand early if the project is on target for achieving success, and inform the management of the LPT activity in ways that can be used to take adaptive action as needed. The AMELP is a critical component of the Lecture Pour Tous project, as it provides a framework for monitoring, evaluating, and learning from the project's activities and results. The plan will be used to inform adaptive management decisions, and to ensure that the project is achieving its desired outcomes and results. The project's results framework includes several core components, including improving early grade reading outcomes, increasing the number of children who can read at grade level, and improving the quality of education in Senegal. The AMELP includes indicators and targets for each of these components, and outlines the processes needed to access progress and results. The AMELP also includes a focus on gender and inclusion, and will take into account the needs and perspectives of all stakeholders, including women, men, girls, and boys.
