The Administrator's Evaluation Revitalization effort is underway to improve the Agency's evaluation system.

Abstract
Two important reasons for this revitalization effort are the need for a more rigorous and relevant evaluation system, and the importance of well-documented evidence to inform decision-making and enhance the Agency's credibility with Congress, OMB, and the international community. The evaluation system will be implemented throughout the Agency, with the goal of improving evaluation standards by revising the ADS 201 guide. This will involve collaboration with the Bureau for Policy, Planning, and Learning (PPL) and other international organizations. The evaluation system will also focus on providing more information on the effectiveness of programs, and expanding learning opportunities. The evaluation system will be designed and implemented in coordination with the Bureaus and offices, with the goal of improving the efficiency of evaluation and reducing the burden on program staff. The system will include the development of comprehensive evaluation training programs, the appointment of monitoring and evaluation experts, and the wider dissemination of evaluation findings. The Agency's evaluation system will be supported by the Development Evaluation Office (DVEO), which will provide technical assistance and guidance on evaluation methodology and evaluation methodology will be used to inform program decisions. The DVEO will also provide training and capacity-building programs for evaluation staff. The evaluation system will be implemented in phases, with the first phase focusing on the development of evaluation standards and the second phase focusing on the implementation of the evaluation system. The evaluation system will be evaluated regularly to ensure that it is meeting its goals and objectives. The Agency's evaluation system will be supported by the Evaluation and Learning (EVL) team, which will provide technical assistance and guidance on evaluation methodology and evaluation methodology will be used to inform program decisions. The EVL team will also provide training and capacity-building programs for evaluation staff. The Administrator plans to discuss the evaluation revitalization initiative at the next PPC policy roundtable and will be soliciting views on how to best move forward.
