Abstract
MOMENTUM Knowledge Accelerator works alongside governments, local and private sector and civil society organizations to foster improvements in health services. The organization helps foster new ideas, partnerships, and partnerships, and strengthen the resiliences of health systems. A landscape review of existing measurement approaches, frameworks, and metrics to measure partnerships was conducted to inform the selection of evidence-informed, appropriate, and feasible measurement indicators to monitor partnerships within MOMENTUM. The analysis reflects a review of more than 170 academic and literature resources on partnerships and partnership measurement. Existing literature was reviewed and analyzed for relevance to the landscape review's objectives, and key themes were synthesized into strengths, weaknesses, gaps, and implications for MOMENTUM. The landscape review found that calls for partnership measurement are increased in the literature, but there is no standard approach or set of indicators that have been developed to guide partnership measurement. Previous studies found that most partnerships use compliance or process indicators that are not well linked to intended partnership or project outcomes. The review also found that partnership measurement is often used to assess the effectiveness of partnerships, but there is a lack of understanding of what makes a partnership successful. MOMENTUM Awards currently measure partnerships using a variety of approaches, including partnership synergy as the mechanism to achieve partnership effectiveness. The Partnership Monitoring and Evaluation Framework is used to assess the effectiveness of partnerships, and the causal chain for relationship outcomes is used to understand the impact of partnerships on health outcomes. Common partnership measurement methodologies and their utilization in practice are also discussed in the review. The review highlights the importance of developing an MEL plan for partnerships, which includes identifying what to measure, how to measure, where the data comes from, when to measure, and who measures. The review also identifies strengths, weaknesses, gaps, and gaps in existing approaches to partnership measurement, and provides implications for MOMENTUM.
