Abstract
The project aims to assist these two programs in achieving their goals and objectives by providing knowledge and evidence to inform their decision-making processes. The project's main objective is to provide technical support for MEL activities, including monitoring, evaluation, and knowledge management. The project also aims to strengthen the capacity of USAID/Tunisia and its local partners in MEL. The METAL Activity has made significant progress in FY 2021. One of the key achievements of the project is the review and alignment of the Implementing Partner's (IP) Monitoring, Evaluation, and Learning Plans (AMELPs) with the USAID/Tunisia's results frameworks. The project also provided support for the finalization of the Performance Monitoring Plan (PMP) and facilitated a presentation with the Mission. The project also conducted third-party monitoring (TPM) of COVID-19 activities, which included direct visits and remote surveys. The project surveyed 32 non-monitored hospitals that had received USAID-funded oxygen equipment to ascertain if the equipment was in working order and being used. Additionally, the project conducted a COVID-19 program crowdsourcing survey, which was conducted in two phases. The first survey was conducted in February 2021, and the second survey began on June 28 and lasted through August 2021. The project also provided support for the planning and conduct of data quality assessments (DQAs). However, USAID/Tunisia declined METAL support in FY2020 and did not request METAL assistance in FY2021. The project also conducted evaluations, including the COVID-19 End-of-Program Evaluation, TADEEEM Final Evaluation, Mashrou3i Final Evaluation, and Ma3an Mid-term Evaluation. However, some of these evaluations were cancelled or postponed due to USAID reprioritizing its activities. The project has made significant progress in improving access to relevant and reliable evidence for decision-making. The project has also strengthened the capacity of USAID/Tunisia and its local partners in MEL. The project has also provided support for the planning and conduct of DQAs and evaluations. The project has also identified some challenges and lessons learned. The project has experienced delays and cancellations of evaluations due to USAID reprioritizing its activities. The project has also faced challenges in conducting TPM of COVID-19 activities due to the pandemic. The project has planned some activities for the next quarter, including the completion of the COVID-19 program crowdsourcing survey and the submission of a full report on the survey's findings. The project has also planned to provide support for the planning and conduct of DQAs and evaluations. The project has also identified some recommendations for future activities.
