Abstract
The project's primary objective is to support USAID/Tanzania's Country Development Cooperation Strategy (CDCS). The project's implementation is divided into three components: Evaluation, Assessments, and Research; Performance Monitoring and Reporting; and Internal and External Capacity Building. Component 1 focuses on evaluation, assessments, and research, while Component 2 focuses on performance monitoring and reporting. Component 3 focuses on building internal and external capacity. During Quarter 3 of fiscal year 2021, the project continued to face challenges due to the COVID-19 pandemic. All staff and short-term technical assistance (STTA) worked remotely, and virtual data quality assessments (DQAs) were conducted on a limited number of indicators. The Advancing Youth assessment and the Data-Driven Advocacy assessment were also conducted remotely. The project submitted several deliverables to USAID during the quarter, including the final report for the Education Landscape Analysis, the final report for the Advancing Youth Quality of Life Assessment, and the final report of the Data-Driven Advocacy Activity Midterm Performance Evaluation. The project also conducted a CSO landscape survey, which received 644 completed surveys by the end of the quarter. In Component 2, the project completed DQA reports for several projects, including Arithmetic Inclusive Education, Lishe Endelevu/Save the Children, and Southern Highlands and Ruaha-Katavi Protection Program. The project also completed the final FY 2021 DQA plan, showing the DQA schedule, DQA indicators, and implementing partners to be assessed. The project's geographic coverage includes Tanzania Mainland and Zanzibar, and its contracting officer's representative is Michael McBroom. The project's period of performance is from August 3, 2017, to February 3, 2022. The project's prime implementing partner is ME&A, Inc., and its subcontractors/sub-awardees are NORC at the University of Chicago and Hennice, Inc. The project's financial management and administrative issues are addressed in Section 3.0 of the report. The project's financial management is overseen by the contracting officer's representative, and its administration is handled by the project's staff. The project's staffing plan is also outlined in Section 3.3 of the report. The project's planned activities for Quarter 4 (July-September 2021) are outlined in Section 4.0 of the report. The project plans to continue its capacity-building activities, including training for PO-RALG statisticians and economists. The project also plans to conduct a midterm performance evaluation for the Data-Driven Advocacy Activity. Overall, the Data for Development Activity in Tanzania continues to face challenges due to the COVID-19 pandemic, but it remains committed to supporting data-driven decision making, planning, and implementation by USAID/Tanzania and its implementing partners.
