Abstract
The system is comprised of several modules, each responsible for a specific function. The system's user manual outlines the procedures for logging in, user management, and system configuration. To log in, users must enter their username and password, which are verified against the system's database. User groups and users are managed through separate modules, allowing administrators to assign permissions and roles to users. User groups are categorized based on their roles and responsibilities within the system. Administrators can add new user groups and assign permissions to them, ensuring that users have access to the necessary features and functions. Users can be added to existing user groups or assigned to new groups, depending on their roles and responsibilities. The system configuration module allows administrators to configure the system before data import. This includes setting up import security codes, which are used to authenticate data imports. Administrators can also configure the system to import Excel configuration data, which is used to populate the system's database. Election units are a critical component of the system, and administrators can define election unit types, voting center subtypes, and election units. Electoral bodies are also managed through the system, and administrators can add new electoral bodies, electoral body areas, and election units to these areas. Political subjects, including political parties, independent candidates, coalitions, and election lists, are also managed through the system. Administrators can add new political parties, independent candidates, coalitions, and election lists, as well as assign candidates to election lists. The system also includes a ballot paper design module, which allows administrators to create new layouts for the ballot paper, design the header, and create content for the ballot paper. Human resources configuration is another critical component of the system, and administrators can add new job positions, define electoral body hierarchy, and define new requirements for electoral body members. Electoral bodies finance configuration is also managed through the system, and administrators can add new transaction types, transaction groups, and currencies. They can also define new income tax for calculating payroll and add new transactions, preview individual transactions, and import transactions from Excel files. The system also includes a module for inserting turnout, results, and editing entered results. Administrators can insert turnout, results, and edit entered results, as well as save and confirm entered results. The system also allows administrators to print entered results, upload results documents, enable results re-entry, and track materials. Overall, the Central Elections Commission of Albania's Integrated Elections Management System is a comprehensive platform designed to manage various aspects of parliamentary elections. The system's user manual outlines the procedures for logging in, user management, and system configuration, as well as the management of election units, political subjects, ballot paper design, human resources, electoral bodies finance, and results.
