Grant is provided under the Private Sector Humanitarian Initiatives Project in Eastern Europe to World Vision Relief and Development (WVRD) to expand its existing programs in Romania to: (1) include training of Romanian health professionals and paraprofessionals to provide comprehensive serves for handicapped children and adults; and (2) initiate a community-based maternal/child health care network in underserved areas of Transylvania and Moldavia provinces.

Abstract
Specifically, WVRD shall, under the first component: (1) establish three institutions as model comprehensive health, social, and rehabilitation service programs for handicapped children and adults; (2) provide comprehensive health, social, and rehabilitation services to 5,000 handicapped persons in 21 institutions; (3) establish alternatives to institutional care for handicapped persons where community support is available; (4) develop locally appropriate training materials in physical therapy, occupational therapy, speech and hearing, physical medicine and rehabilitation, dentistry, and social work for handicapped persons; (5) train at least 6 physicians, 6 dentists, 30 physical and occupational therapists, and 30 social workers at each site; and (6) establish professional societies and linkages to U.S. counterpart organizations such as the American Speech and Hearing Association, as well as expand library resources. Under the second component, WVRD will: establish a health information system and obtain baseline health status data for the area served; form 14 community health committees and train staff of 14 clinics; and enroll for care at the clinics 2,000 mothers and 5,000 children at risk and treat 10,000 people per year.
