Abstract
SCAT receives numerous proposals for funding from community-based organizations in the Cape province and other areas of the country; priority is given to rural community-based projects, service organizations that support rural, community-based organizations, and community-based projects in poverty-stricken communities located in peri-urban areas. Organizations supported by SCAT include rural advice offices that deal with labor issues, housing and living conditions, human rights and general social problems; rural service organizations; and other peri-urban projects that address local and regional development issues. After funding organizations, SCAT also provides TA to ensure that projects succeed and that they become empowered in the process. Field workers provide TA in the form of planning and evaluation of programs, helping projects focus on their objectives and providing general administrative training and program advice.
