Abstract
Centro de Asesoria y Promocion Electoral (CAPEL), a specialized unit of IIDH, will send a 15-person observation mission to Paraguay to (1) observe the capacity of Paraguay"s new Junta Electoral Central to administer the elections; (2) analyze the strengths and weaknesses of the electoral process; and (3) make recommendations for TA for the upcoming constitutional elections. Following the elections, 3 experts will remain in the country to verify the tabulation and vote reporting systems.
