Davy McKee Corporation is contracted under the Emergency Energy project (1800015) to provide baseline data on petroleum refineries in Bulgaria, Czechoslovakia, Poland, Romania, and Yugoslavia as the first step in helping the refineries adapt to free market conditions, environmental concerns, and the wide range of crude oil supplies available on the world market (compared to those previously available from the USSR).

Abstract
McKee Corporation will: (1) develop a data base on the refineries" existing process mix and technical/operating capabilities; (2) for two refineries each in Czechoslovakia, Poland, and Yugoslavia, and one each in Bulgaria and Romania, identify changes in operating practices and low-cost equipment modifications that can be implemented immediately to conserve energy and reduce noxious effluents; (3) provide training and TA in implementing these changes; and, (4) develop recommendations for more extensive changes which require further study.
