Grant is provided to the Centre for Development and Population Activities (CEDPA) to establish a pilot private family planning service delivery system within Romania.

Abstract
CEDPA will establish a model women"s reproductive health clinic in Bucharest, and explore the possibility of satellite clinics; provide training to physicians and clinical staff, counselors, and community outreach workers in appropriate skill areas as well as in trainer training; and initiate a model monitoring system which will provide rapid feedback on program performance, clinical safety, user preference, and compliance. In addition, the project will identify women"s organizations that could serve as a locus for family planning information and counseling; and possibly establish family planning services in factory clinics. Women-to-women, community-based private initiatives will be developed through management training for women, with an emphasis on institution building. While family planning outreach will concentrate on reaching women, men will also be reached through male counselors who will attempt to modify their customary attitudes toward family planning. The project will establish a contraceptives resupply system. If necessary, contraceptives will be supplied in the short-term through the Ministry of Health. Additional activities may include the collection of baseline data, from Bucharest only, on the knowledge and willingness of health personnel to provide contraception, and on fertility planning knowledge, attitudes, and practices among potential clients. The project may also provide training in contraceptive (particularly condom) promotion, inventory, and marketing, and in contraceptive supply and distribution system development.
