Grant is provided under the El Salvador Elections Assistance project (5190794) to the National Republican Institute for International Affairs (NRI) to take part in monitoring and observing the March 10, 1991 legislative and municipal elections in El Salvador.

Abstract
Three pre-election teams of at least four persons will travel to El Salvador beginning in February 1991 to monitor the registration process and meet with representatives of electoral organizations (e.g., the Electoral Council), candidates, civic leaders, etc. On election day, NRI observers will travel to various cities and regions to observe balloting and preliminary vote counting. They will issue a report on their findings following the elections.
