Abstract
The amendment, known as Amendment 3, increased the total USAID grant to-date by adding $113,319,671 to the original agreement. This increment was distributed among the four pillars of the agreement: Infrastructure and Energy, Food and Economic Security, Health and Other Basic Services, and Governance and Rule of Law. The amendment also updated the USAID Financial Plan and Obligation Budget, which showed a new total USAID grant to-date of $748,058,935. This amount was allocated among the four pillars as follows: Pillar A - Infrastructure and Energy, $299,326,577; Pillar B - Food and Economic Security, $146,390,000; Pillar C - Health and Other Basic Services, $166,427,339; Pillar D - Governance and Rule of Law, $87,669,461; and Program Development and Program Administrative Costs, $48,245,558. The amendment also specified the total amount to be granted to the Grantee under this obligation, which was $113,280,915. The agreement between the Governments of the United States and Haiti, dated May 13, 2011, as amended, remained in full force and effect, except for the amendments made in this document. The amendment was made to help achieve the pillars set forth in the agreement, and USAID granted an additional amount of $113,319,671 to the Grantee under the terms of the agreement. This increment increased the total USAID grant to-date for each particular pillar, not to exceed the specified amounts. The amendment was made to update the financial plan and obligation budget and to reflect the new total USAID grant to-date. The agreement was amended to provide additional funding for the pillars, which were designed to help Haiti recover from the 2010 earthquake. The amendment was made to support the reconstruction efforts in Haiti and to provide assistance to the Grantee in achieving the pillars of the agreement. The amendment was a significant step in the reconstruction efforts in Haiti and demonstrated the commitment of the United States to supporting the recovery and development of the country.
