Abstract
The activity seeks to close the economic and social inclusion gaps between the general population and ethnic communities in Colombia. IPA has realized significant gains in three domains: building the capacity of the Government of Colombia (GoC) and civil society organizations (CSOs) to respond to the differential needs of ethnic communities in the peace-building process, reducing poverty through the creation of income-generating activities, and addressing social and structural causes of discrimination and exclusion while promoting or protecting ethnic cultural heritage. IPA's work plan for the fourth year reflects the consolidation of strategies developed in previous years in response to national, regional, and local priorities. The activity aims to support knowledge transfer among partners and views ethnic groups as equal partners in the development process. IPA will leverage resources from public and private sector partners and coordinate closely with other IOM and USAID activities, civil society actors, and academic institutions to minimize duplication of efforts and maximize impact. A key objective of IPA implementation for the fourth year is sustainability, which is achieved through capacity building of local government entities and ethnic civil society organizations. The goal is to institutionalize practices and empower entities to apply the tools and methodologies developed under IPA to pursue further growth and development. IPA also aims to increase the organizational and administrative capacity of partner ethnic CSOs to constructively engage with government and private sector actors to advocate for their needs and objectives. IPA's multiple differentiated approaches to population groups are a vital component of Activity development and implementation. The activity seeks results under four result areas: Community and Institutional Strengthening, Economic Opportunities, Heritage and Cultural Diversity, and Humanitarian Assistance. IPA's annual implementation plan for 2020 outlines the activities to be implemented under each result area, including the provision of humanitarian assistance to Afro-Colombian and indigenous persons, the creation of income-generating activities, and the promotion of ethnic cultural heritage. IPA's progress and achievements during FY2017-2019 are described in Section 2 of the document, while Section 3 outlines the strategic approach of the Activity during FY2020. Section 4 presents IPA's differentiated approach for various population groups, and Section 5 shows some of IPA's goals and indicators. Section 6 details the activities to be implemented under each result area, and Section 7 lays out IPA's annual communications plan. The annex provides the summary budget by result.
