Inclusion for Peace Activity (IPA) is a program implemented by the International Organization for Migration (IOM Mission in Colombia) in partnership with various government agencies and civil society organizations.

Abstract
The program aims to promote peace and inclusion in Colombia by addressing the needs of ethnic communities affected by conflict. The IPA program focuses on four result areas: Enhanced GOC capacity to respond to ethnic communities affected by conflict and greater engagement of these communities in peace-building; Reduced vulnerability to income poverty through economic opportunities; Increased awareness and respect for ethnic diversity; and Provide humanitarian assistance to Afro-Colombian and indigenous people. The program also includes a grants fund to support community-led initiatives. During the reporting period of October 1 – December 31, 2018, progress was made in each of the IPA's three intermediate results. In Institutional Strengthening, the facilitation activities for the inclusion of an ethnic approach in the formulation of PDET (Development Plans with a Territorial Approach) were completed successfully. Community strengthening activities included the completion of ICOE (Ethnic Organization Capacity Index) diagnoses for 20 prioritized civil society organizations (CSO), distribution of toolboxes to promote self-recognition among Afro-Colombian CSO, and strengthening of the Cimarrona Guard in Islas del Rosario. In Government Initiatives with community participation, knowledge exchange gatherings were facilitated with Indigenous resguardos to generate inputs for the creation of a web-based tool for the autonomous management of SGP (General Participation System) resources. Radio broadcasts in wayunaiki were produced to sensitize communities in prior consultation, and the CEV (Truth Commission) methodology for research, analysis, and interpretation of information with an ethnic approach made progress through discussion meetings with ethnic authorities. The IPA program has a total confirmed budget of USD 50,000,000, with total cash disbursements of USD 19,362,542 as of the end of the reporting period. The program is implemented in partnership with various government agencies and civil society organizations, including MinEducación, MinCultura, Departamento para la Prosperidad Social, ONIC (National Indigenous Organization of Colombia), and Afrodes. The IPA program has made significant progress in promoting peace and inclusion in Colombia, particularly in the areas of institutional strengthening, community strengthening, and government initiatives with community participation. The program's focus on addressing the needs of ethnic communities affected by conflict has contributed to the development of more inclusive and equitable policies and practices in Colombia.
