Abstract
The project has a $58.8 million projected ceiling and is funded by EMD and buy-ins from other USAID operating units and missions. TAP EG provides a wide range of analytical services relating to economic growth, capacity development, and learning and knowledge management in any USAID partner country. These services include cost analyses and feasibility studies, macroeconomic analyses, inclusive growth, jobs, and employment diagnostics, national or sectoral policy analysis, fiscal impact analysis, cost-benefit or cost-effectiveness analysis, performance and impact evaluations, knowledge management and dissemination support, and technical assistance and capacity development. The services span diverse economic development sectors and approaches, such as international trade capacity, the business enabling environment, digital finance, climate change mitigation and adaptation, clean energy, health, agriculture, and behavioral economics. TAP EG is available as a buy-in mechanism, supporting the Bureau and USAID missions through five workstreams: cost analyses and feasibility studies, macroeconomic analysis and diagnostics, other analyses, evaluations and technical assistance, and knowledge management, dissemination, and capacity development services. This is the second Annual Performance Report (APR) for the TAP EG activity, covering the period October 1, 2022 – September 30, 2023. During the reporting period, TAP EG provided support to 10 Missions, 3 Bureaus, and 3 Bureau Centers across 8 technical sectors, delivering 8 types of different analytical services. The project strives to follow four core management principles: effective communication, rapid response, sound quality assurance/quality control mechanisms, and a dedication to continuous growth and enhancement through the adoption of adaptive management practices alongside effective monitoring, evaluation, and learning (MEL) activities. The Country Economic Review (CER) for the Philippines was a key activity in the macroeconomic analysis and diagnostics workstream. TAP EG developed three key chapters of the CER, which describes the current state of the Philippines economy using existing economic data. The CER will provide a comprehensive analysis of the Philippines' economic situation, including its strengths, weaknesses, opportunities, and threats. TAP EG also supported the development of the Regional Coastal Biodiversity Project (RCBP) in the region of Southeast Asia. The project aims to promote sustainable coastal management and biodiversity conservation in the region. TAP EG provided technical assistance and capacity development support to the project, helping to develop a comprehensive project plan and identify key stakeholders and partners. In addition, TAP EG supported the evaluation of the Engendering Industries (EI) program in the region of Eastern Europe and Central Asia. The program aims to promote women's economic empowerment and entrepreneurship in the region. TAP EG provided technical assistance and capacity development support to the evaluation, helping to design and implement a comprehensive evaluation plan and collect and analyze data on the program's impact. Overall, TAP EG has made significant progress in supporting the Bureau and USAID missions through its analytical services and technical assistance. The project has demonstrated its ability to provide high-quality services and support to a wide range of clients, and has made a positive impact on economic growth and development in the regions it serves. TAP EG's work in the fiscal year 2023 was focused on supporting the development of the Country Economic Review (CER) for the Philippines, the Regional Coastal Biodiversity Project (RCBP), and the evaluation of the Engendering Industries (EI) program.
