Abstract
for the United States Agency for International Development (USAID), aims to enhance the capacity of the National Commission for Development and Life without Drugs (DEVIDA) to effectively facilitate state presence and deliver post-eradication assistance in Peru. The project focuses on three components: C1, C2, and C3, which aim to strengthen DEVIDA's institutional capacity, empower communities to define and implement social and economic development priorities, and improve national and sub-national governments' response to demand for services and facilitate local economic development. Component C1, DEVIDA more effectively facilitates state presence and delivers post-eradication assistance, involves the implementation of a range of activities, including the development of a strategic plan, capacity strengthening of DEVIDA staff, and the establishment of a monitoring and evaluation system. The component also focuses on improving DEVIDA's communication and coordination with other government agencies and stakeholders. Component C2, Communities organized to define, advocate for, and implement social and economic development priorities, aims to empower indigenous communities to take ownership of their development priorities. The component involves the establishment of community-led planning and budgeting processes, the development of community-based projects, and the provision of technical assistance to support community-led initiatives. Component C3, National and sub-national governments better respond to the demand for services and facilitate the conditions for local economic development in targeted areas, focuses on improving the capacity of national and sub-national governments to respond to the demand for services and facilitate local economic development. The component involves the provision of technical assistance to support the development of local economic development plans, the establishment of a monitoring and evaluation system, and the provision of capacity strengthening to support the implementation of local economic development initiatives. The project also focuses on operations and communications, monitoring, evaluation, and learning, and has established a range of partnerships with local organizations and stakeholders to support the implementation of the project. The project has made significant progress in the first quarter of 2022, with a range of activities implemented across the three components. In terms of geographic focus, the project is implemented in the northern VRAEM region of Peru, which is one of the most vulnerable regions in the country. The project aims to support the development of this region and improve the lives of the local population.
