Abstract
The program focuses on four strategic approaches: (1) Strengthening community, civil society, and government capacity to advocate for and engage in improved community-based natural resource management; (2) Supporting community-based and conservation-friendly livelihoods; (3) Decentralizing natural resource governance in target land and seascapes; and (4) Synergizing with development programs delivering services to target communities. Key results for the first strategic approach include strengthening community, civil society, and government capacity to advocate for and engage in improved community-based natural resource management. This includes empowering rights-holders with collective rights and tenure over land and natural resources, improving accountability of the judicial system and community structures, and enhancing the capacity of local authorities to manage natural resources. The second strategic approach focuses on supporting community-based and conservation-friendly livelihoods. Key results include increasing private sector investment in target land and seascapes, improving income for target communities, and establishing sustainable finance mechanisms for natural resource management. The third strategic approach aims to decentralize natural resource governance in target land and seascapes. Key results include improving capacity for natural resource management and protected area management, implementing land and seascape plans for strengthened land and resource tenure, and enhancing the capacity of local authorities to manage natural resources. The fourth strategic approach involves synergizing with development programs delivering services to target communities. Key results include improving integrated approaches to conservation, enhancing the capacity of local authorities to manage natural resources, and improving the effectiveness of conservation efforts. The USAID Mikajy Activity has made significant progress in achieving its key results, with notable successes in community-based natural resource management, private sector investment, and income improvement for target communities. The program has also strengthened local authorities' capacity to manage natural resources and improved the effectiveness of conservation efforts. The activity has also made efforts to address cross-cutting issues such as gender and youth, and has contributed to the Madagascar Environmental and Development Strategy (MEDD) strategic plan. The program has also improved its monitoring, evaluation, and learning (MEL) system and data reporting, and has adapted to changes in the life of the activity. The USAID Mikajy Activity has also collaborated with various partners, including the USAID Farmer-to-Farmer program, the Kew Madagascar Conservation Center, and the Ministry of Environment and Sustainable Development. The program has also received support from the Regional Directorate of Environment and Sustainable Development (DREDD) and the General Directorate of Meteorology (DGM). Overall, the USAID Mikajy Activity has made significant progress in improving protected area and natural resource management in Madagascar, and has contributed to the country's efforts to address environmental and development challenges.
