Abstract
Agency for International Development's (USAID) objectives in training, communication, knowledge management, and organizational development. The project has grown more complex with the Agency's re-organization and now supports six different operating units across four different task areas. The SEEK Project aims to achieve four desired results: provide USAID staff and the broader development community with the requisite knowledge, skills, and abilities to design, implement, monitor, and evaluate quality programs; develop and enhance communications and information management systems that facilitate effective knowledge sharing and learning; provide to key audiences the information and knowledge needed to act with a greater understanding of the offices' policies, programming, and impact; and strengthen USAID organizational capacity to efficiently learn and adaptively manage. The project has continued to use the strategic principles developed during startup to guide its work, including viewing learning as a continuum, creating time to reflect, learn, and adapt, coordinating across and within SEEK-supported offices, and working collaboratively with SEEK team members, other implementing partners, and USAID offices. The SEEK Project has made significant strides in delivering online learning curriculum that meet the needs of key audiences and address gaps in knowledge, skills, and abilities. The operating units have worked in collaboration with the project to thoughtfully explore and identify what they want to accomplish and to align their objectives with the right virtual methods and tools. The project has also strengthened connections and channels, leading to transformative improvements to knowledge platforms and ongoing collaboration with the communications and training task areas. These changes allow each office to effectively capture, curate, and share knowledge with USAID and implementers across the globe and to support continuous learning. Despite the challenges posed by the COVID-19 pandemic, including the cancellation of all in-person training and organizational development and facilitation events, SEEK delivered flexible solutions and adaptively managed to recalibrate, pivot, and improve the work. The project continued to find new and more effective ways to work together and deliver high-quality support despite operating under a high workload and managing significant staff transitions. The SEEK project is appreciative of the support and collaboration from its USAID colleagues over the first three years and looks forward to another year of great work. The project's strategic principles and key takeaways highlighted in this report will continue to illuminate and inform the project's work in the fourth year. The project's monitoring, evaluation, and learning (MEL) plan outlines the progress made against SEEK's strategic objectives, including building technical capacity and leadership, facilitating knowledge management for learning and application, and strengthening USAID organizational capacity. The report provides ample evidence of the project's thoughtful, efficient, and effective support, and highlights achievements and progress made toward accomplishing SEEK's four strategic objectives. The SEEK Project's performance indicator data, disaggregated by office, is included in Annex 2 of this report. The data provides a comprehensive overview of the project's progress and achievements, and will inform the project's and USAID's ongoing work.
